MOUNDS VIEW PUBLIC WORKS FACILITY

In 2015, Oertel Architects collaborated with the City of Mounds View to conduct a comprehensive analysis and evaluation of their existing public works operations. This in-depth study focused on assessing current operations and exploring future needs and aspirations. The evaluation revealed that the existing facility, site, and building required significant improvements and expansions to better support the public works department in serving the city's growing needs. After careful consideration, the city determined that starting fresh with a new facility was the best course of action.

In 2016, Oertel Architects was selected to move forward with the design for the new facility, and construction was completed in the spring of 2018. One of the key challenges during the project was developing a phasing and implementation plan that would allow the city to continue public works operations safely throughout the construction process. Oertel Architects worked closely with the maintenance staff to devise a detailed strategy for the demolition of the existing building and the construction of the new one. This plan was structured to minimize disruption and ensure operational continuity during the various phases of construction.

To provide contractors with clear guidance, a specific request for pricing was issued to cover temporary conditions that would allow the department to remain operational on-site during construction. However, after reviewing the additional costs associated with maintaining operations on-site, the city made the decision to temporarily relocate all operations. This choice ultimately reduced the project budget, illustrating that even with careful planning, flexibility, and reassessment of long-term goals can lead to more cost-effective solutions. The decision to relocate proved to be in the best interest of the city, enabling the project to stay on track and within budget.
